RECYCLING CONTRIBUTION FOR PHOTOVOLTAIC PANELS

EOAN Sets the Minimum Contribution for Photovoltaic Recycling at €132/tonne

The Hellenic Recycling Agency (EOAN) has established a minimum financial contribution for the alternative management of photovoltaic panels, setting the floor at 132 euros per tonne (plus VAT).

This development brings an end to a long waiting period, establishing a clear, transparent, and uniform framework for the market. The existence of a minimum funding level constitutes a structural prerequisite for the sustainable collection, transport, and environmentally sound recycling of panels at the end of their lifecycle—a critical issue, as PV waste in Greece is estimated to exceed 1 million tonnes by 2055.

What the Decision Entails (Adjustment Clause & “Diavgeia”)

According to the decision published on the “Diavgeia” transparency portal, the amount of the contribution will be periodically re-evaluated every two years, with a special adjustment clause provided for the end of 2027:

  • Compliance Check: If the compliance rates of obligated producers are found to be lower than 20% for 2026 and 40% for 2027, the minimum contribution will automatically increase to 160 euros/tonne.

  • Objective: Market activation and ensuring universal participation in the recycling system.
